Yes in terms of general participation you are correct but at the sharp end of the sport, at the elite level....no that doesn't translate into tougher eras and better boxers because there are so few coaches, gyms, or learning centres which can equip a fighter to be an elite professional.
Anyway Soviet fighters have always been around and there have been lots of good pros and world champions. You can make a better argument for Cubans then Soviet fighters.
Anyway this in no way shape or form equates to a harder Klitschko era. He had rubbish fighters during his reign, his best win Haye is quoted as saying: "In previous eras I would not have even thought about moving to heavyweight".
