No because he lost to nobodies and didn't have the longevity that Wlad (the GOAT) had.

At the end of the day it all comes to how long you're able to stay on the top. Nobody beats Wlad in this regard. Not even Mayweather was as dominant for such a long period of time, he had close fights and ducked people. Wlad beat everybody and beat them convincingly in the most prestigious division of boxing.

Wlad could only beat what was in front of him so it's not a reflection on his efforts but the truth was that the HW division had lost its pulling power and was no longer attracting the best athletes. That's the issue.
