      Looks like he was the clear #1 to me.
      He was in a fight that could have gone either way a very close fight. He wasn't clearly above Mosley.

      He showed he wasn't clearly above Margarito when he got the shit beat out of him.

                Hatton was a money grab before his PLANNED retirement. A retirement he planned since the DLH fight. Because Mayweather didn't change his plans he somehow ducked a fighter that was lucky to be ranked #1 for all of 7 months?

                      Cotto was never that good.

                      Cotto, Mosley and Margarito battled it out for the #1 spot and Cotto finished bottom of the pile.
