The pull counter only work when the guy is standing square up flat footed throwing the jab. Examples are cotto and chavez jr. GGG is moving laterally while throwing the jab with his right glove up. Like with lemeuix, he throws the jab and goes back at the same time leaving no time to counter.

When you stand flat footed and throw the jab then yes. GGG is moving while he is throwing his jab. He is also moving back at the same time rolling his shoulder as he throws the jab. See lemiuex. Canelo won't have time or space to counter his jab.

No he's not. And yes in the gif you posted cotto is square up flat footed throwing a jab. GGG does not throw his jabs like that. GGG > cotto on ring iq and skill it's not even funny. Trout lara or khan don't have the jab ggg does and don't throw it with the same accuracy, volume, and power that ggg does. GGG has the best jab in the game bar none.
