160 is weak for a reason, most of it's champions left the division.
It used to be Abraham, Hopkins, Taylor, Pavlik, Wright at the top. 4/5 of those fighters left 160 near the same time period. That left Pavlik and newcomer Martinez.
Pavlik went to SMW to fight Hopkins and was never the same after his schooling. He lost his passion for boxing and became an alcoholic.
Martinez slowed down considerably with age and injuries forcing him to retire.
That left Pirog looking like he was destined to takeover, then he suffers a career ending injury.
Basically, 4/5 of 160's original core moved on from 160, while the next 3 in line had their careers destroyed by injuries, age, and alcoholism. I can't make this shyt up.

You know you've made it to the top of the game when people discredit anything you do. Floyd was a guy that could beat fellow champions in his division but get no credit for it at all.
GGG is in that same boat now. I've always said that he won't get any credit at 160, even though he just won a close fight between 1 and 2 in the division. He also won't get any credit if he moved up to 168 and beat the best there. He's at the stage now where people will always find a way to discredit any win he has.

In that case, i think whoever is no.1 at SMW is there by default because Calzaghe left the division and then retired. Maybe whoever is no.1 at LHW might be there by default too for the same reason as Calzaghe was considered lineal champ and retired.

Judged by the standards ggg and his team set for himself; he can beat anybody from 154-168. Which I highly doubt to be true now. Yes he's a hype job who hyped himself up to standards that he can't meet.
