Rather than get shafted on the money, Garcia passed on the offer, took some time off, and is closing out the year with taking a fight home to a 10k-seat venue in Philadelphia (no doubt adding a good-sized extra check to whatever he's going to get from the TV rights to the fight), before opening his 2017 with a massive unification fight against Keith Thurman (no doubt split near 50/50 between the two fighters, for a fight that, staged in either Brooklyn or Las Vegas, will generate a massive payday for both of them).
Garcia has options and chose to take them; between the tune-up homecoming and the Thurman fight, Garcia is likely earmarked to make well more than what was allegedly offered to subsidize a Pacquiao fight with his fanbase.
