a) There was no actual offer at 164. Fight negotiations fell apart at 168 due to timing/tuneups request.
b) Ward most likely couldn't make 164. At the very least, not for Golovkin, and not coming off a ~2 year layoff.
So ward couldn't make 164 because he was inactive and out of shape but he would've made 160 for mayweather.
