Brook himself says he's a huge welterweight. His size alone makes him a big welterweight. He's taller than most WW's at 5'9'' 1/2.

He was very cut in the weigh in picture you shown at 147, but that's a pre fight weigh in and most fighters look cut because they don't have many water in their bodies. Regarding Golovkin being a small MW, the answer is simple.
Golovkin has been outweighed in every fight at MW. Sometimes by 2 pounds, sometimes by 5 pounds, but he's always outweighed.

Golovkin was a Amateur Middleweight since 2003. That weight class is between 152-165 pounds. This simply means that Golovkin has been a Middleweight, amateur and professional, for 13 years which would also mean since he was about 21 yrs old.
