Its not a steroid but its probably used to help stamina and heart, which is important for an athlete especially those who need endurance, in sports like cycling, tennis, boxing, etc.
For what it's worth, Victor Conte stated it was a powerful PED that enhanced stamina.

Any reasonable person knows the athletes taking it prior to the ban were simply exploiting a deficiency in the testing standards......

I think that most of them just missed news about meldonium ban, as Sharapova did. Meldonium isn't such strong PED that a sportsman would like to use risking your career. Also there are not banned similar drugs, aren't they?

When she tried to use the container it leaked onto the floor and not into the collection vessel. The athlete threw the container into the trash which was retrieved by the DCO. The athlete also tried to bribe the DCO. Eventually the athlete provided a sample which subsequently returned an Adverse Analytical Finding (AAF).”

WADA administered 2,947 tests on Russian athletes between Nov. 18, 2015 and May 29. The report claims that 49 Russian athletes tested positive for meldonium, 23 requested tests were missed, 736 tests were “declined or cancelled,” and 111 missed tests were due to “whereabouts failures.”
Meldonium has been banned in 2016 isn't it?

Who cares? They are professionals must know the laws updates.

A PED is PED and rules are the rules.

If you get caught...you get caught, no excuses.

Fck Povetkin, I was damn hyped for that fight, and he lost a second and maybe last title shot.

Really don't matter how strong it is clearly it was used with the INTENT to help athletes improve their performance. Most PED's at one point in time wasn't banned because nobody knew about them!
