Haymon has trust in a handful of promotional companies, with Mayweather Promotions being one of them (signing with a company like Mayweather Promotions, no different than the relationship emerging between Deontay Wilder and Lou DiBella, girds Mikey Garcia in the market that he hopes to launch his stardom from); Haymon can leverage things to get Mikey Garcia all of the CA fight opportunities that he wants, but Floyd is basically the conduit to stardom in Las Vegas at this point.
Beyond that, as a general rule of thumb, it doesn't seem like Haymon is all that much a fan of signing bonuses; rather than locking guys into indentured deals from the start, Haymon seems more than content to let his guys "fight for their money", only ever dipping into their pots until things get to the point where a fighter can pay off a percentage and still have a good amount of money to take back to their families.
With the lines being made clear, Mikey now has a real decision to make; "fight for his money" with Haymon/Mayweather (without owing anything on the front-end, and if he's as good as everyone believes him to be, Mikey Garcia is going to be able to keep vastly more of the take on the back-end) or the co-promotional venture with Golden Boy Promotions (Mikey Garcia sets up his own company, RGBA moves along the boxers in their gym on Mikey's cards when possible, and the Garcias work to establish their own company out of SoCal).
