Yes I do, not really for his skills in the ring which was good but the impact he made on the sport outside of the ring benefited Mayweather and Pacquiao GREATLY! Like him or NOT he created the Blue Print for Crossover Stardom in Boxing. The man BOX OFFICE and a PPV Megastar Long Before Mayweather and Pacquiao and if it wasn't for him I doubt neither of them would've become Box Office either.

Oscar could compete and win multiple WTs in any era in history , I feel he surely does qualify as an ATG , Oscar proved himself for real at different weights against real fighters , isnt that all he needs to be able to do .

It's all arbitrary and like I said, I haven't actually put a list together (I never will), but I'd think the top 50 would make the cut. Not sure if I'd have Oscar that high.
