While there are serious endocrinological conditions that can cause a low T/E ratio they are also associated with low testosterone. I dare you to find any endocrinological condition that includes both a low TE ratio and borderline high testosterone.
The natural conditions that cause a low TE ratio such as hypogandism preclude a man from being an elite athlete.
