Instead, Floyd's people denied that round of negotiations had even taken place. Ross Greenburg, former head of HBO sports confirmed that those negotiations did in fact take place. That kind of bs, and the flat $40 million offer with no PPV take for Pac, were Floyd's ways to delay the fight. Like I said before, you can't lay all of the blame on Pacquiao.
