Why did Manny oppose to WADA back in 2010 vs Floyd?

          They didn't trust an org on Floyds payroll doing it. Their su****ion proved well founded, Usadas boxing stint has been a total joke

            who rules higher NSAC or USADA?

            whic also mean that the TUE given by USADA just work under USADA rules,

            which also follows NSAC did not give Floyd TUE which therefore his IV was illegal

                  You still dont get it. ESPN wouldn't get in trouble by even mentioning "USADA" if that was the case. You do realize there's a video of all this verbatim? ESPN asked Manny Pacquiao why he didn't want WADA style testing. I'm not paraphrasing. Lol. Interview dates circa 2010

                      USADA admits they can not suspend/stop a fight if a fighter is found positive of banned substance only the commission has that power.

                      now answer the question.

                      who's higher USADA, or NSAC.

                      USADA was just an additional requested random drug testing agency that does not conduct random drug testing.

                      the fight will go on with or without USADA but can not proceed with out NSAC.
