You still dont get it. ESPN wouldn't get in trouble by even mentioning "USADA" if that was the case. You do realize there's a video of all this verbatim? ESPN asked Manny Pacquiao why he didn't want WADA style testing. I'm not paraphrasing. Lol. Interview dates circa 2010

among two regulatory agencies one is higher than the other.
USADA admits they can not suspend/stop a fight if a fighter is found positive of banned substance only the commission has that power.
now answer the question.
who's higher USADA, or NSAC.
USADA was just an additional requested random drug testing agency that does not conduct random drug testing.
the fight will go on with or without USADA but can not proceed with out NSAC.Comment
