He's not really, he's just the one with the biggest name in the US, same reason Karass gets mentioned. Chaves and Zaveck were better opponents and a case can be made for Bundu too albeit I'd probably put Guerrero ahead of him.
Thurman is widely seen as the most dangerous welterweight in the division and the response from Mayweather has been "he's too green", "here, fight Spence", and now from Ellerbe "he's not a big enough name".

I love they keep trying to throw Spence as the bodyguard for Floyd. Thurman would **** Spence up beyond belief at this point. I get that Floyd wants to have his farewell fight basically be a paid sparring session against Berto or Mayfield, but to act like Thurman isn't worthy of being a challenger is some fraudulent ***** **** and to on top of it keep throwing out Errol Spence like he's the one to take over after Floyd and say that "We don't want to fight you Thurman, but hey we're nice enough to play match-maker for your career.
