He'll get to fight for the vacant title again whoever, but Cotto would still be the true lineal champ regardless. Tough call.
He will fight a lesser name for the vacant title for a fraction of the purse.
I think he needs to take the step aside money, clean up the rest of the belts and just stay waiting.

Canelo walked away from negotiations while cotto was waiting to sort out the Rocnation deal , do you realise that?
And what about Cotto's past would suggest he's ducking GGG?
If Canelo had waited I bet it would be Cotto/Canelo instead of Canelo/Kirkland and the winner would fight GGG in the fall, now Cotto/Canelo is pushed back and so is GGG's shot at the winner. But I bet he gets it.

Golovkin ain't fighting Cotto, so he can either get something or get nada (picking up that belt from a trashcan or fighting the garbage man for it does not really aid Golovkin).
Get the extra scratch so at least he gets something for sticking it out but do something else he has wasted enough time on this situation.
