Heiland was #1 for a hot minute. The IBF doesn't have an ''Interim,'' so from when Heiland beat Macklin he's been top 2 as far as I remember, sitting on the sidelines even when Cotto or Alvarez had shots at 160. I don't know how the WBC ever made the ''interim'' or Silver Champion overriding Heiland. I don't know what Rubio did in the other councils (ranked) for him to have had him as the WBC Interim or as a Silver Champion. Gennady I can see because he had the WBA strap. At any rate, for about 2 years Heiland has had the #1-2 spots in the WBC.

The only logical explanation are agreements within teams to not disclose and stay on the sidelines and only ''talk'' about the optimistic matchups. So of course, as almost everyone at NSB states, the councils are corrupt being that they favor agreements between parties as long as fees are covered to override mandos. If anybody can explain Heiland's course I'd like to know, before the Charlo bout of course.
