Cotto and Roc nation are probably looking for some big fee, if they turned down K9 who is somewhat known, yes I do think they would have turned down Heiland? I'm speculating of course but I don't see them picking up the fight unless Cotto dropped the fee or fought someone they wanted.

He split with his uncle over some feud.
He then split with Stewart by leaving Steward in the dark. I remember Steward saying he was caught unaware, and was replaced by Diaz.
He then replaced Diaz with Roach for some reason.

You don't know what you're talking about. Canelo never ran away. He gave Cotto everything he asked for and waited weeks for the chicken to agree to fight. When it became clear Cotto didn't want to fight he went with Kirkland who really did want to fight. It only took a day or two to make the fight with Kirkland because he actually wanted to fight. Cotto is the one who is afraid to fight Canelo so it's a fight we are never going to see. I think Canelo would KO your fat little hero with no problem.
