Is that his clear and true intent? If he is granted that voluntary and takes it with the intent of defending his championship against the highest rated opponent then fine. The problem has been for about 10 months the state of the division has been in limbo because Cotto has not made his intent clear.

Well than that obviously means he plans on fighting GGG in the near future. imo if its K9 its for a canelo/floyd matches if its the WBC its for canelo/ggg matches.

No, no one would care because the MW championship would not be an issue.

The issue is where this leave the MW championship status if it is not going to be defended against the best challengers and there is no clear indication that will happen.

The thing is that Cotto should have taken care of his voluntary defense before the end of 2014. There is no reason we should be having this discussion almost a year after he won the title. All we should be discussing now is when and where his mandatory defense against GGG will be taking place.
