Yes he is ranked #1 by the organization of which Cotto holds the belt and which is also the belt which will crown GGG, so technically no other rankings matter. For the record I already said the guy is nothing special but he is ranked behind God of boxing Golovkin. So it will due for a pre GGG fight.
