Pascal doesn't use USADA, he uses an independant agency based in Montreal who are affiliated with WADA. I don't know why the writer of the article threw a reference to USADA in between the quotes from Duva, all that does is confuse the issue even more.
I think the position they ended up with was that Pascal could use his own agency if that was what he wanted to do, but that Kovalev would only use VADA, because Klimas didn't know anything about the Montreal outfit.
Why Pascal would only pay if Kovalev used his agency, which is over 4 times more expensive than VADA, only Pascal knows.
