the whole point of using anabolic steroids is that they allow you to train harder, which will naturally benefit performance on fight night regardless of whether you're still on them. one month's worth of cheating can make the difference at this level. travis tygart, presumably well informed in these matters, evidently feels pacquiao's demands would render the entire thing useless

The burden of proof is on the accuser, not the person being accused. Manny refusing testing does not make him guilty of anything.
