If cotto fights Floyd again and loses, the Canelo matchup loses its luster somewhat. Right now both are coming off big wins and the time is right to take that May date with this fight.
If Cotto beats Canelo in May, Floyd will be there in September anyway and it will be even bigger. Floyds last fight, against Cotto,for the middleweight championship of the world.

Honestly, it isn't any more complicated than that; Miguel Cotto, if the offer was put forward, would be more than happy to take $15m plus some upside on the event, while Bob Arum seems to have walked away from $40m +35% of the upside on the PPV.
Floyd Mayweather Jr only has two fights left, and then he's done. 70/30 on a PPV for a legacy fight (world championship in a sixth weight class; Ring championship in a fifth) isn't a bad way to go.
