When Roy Jones and Hopkins negotiated to fight each other, someone wanting more money is a story. They're on an even playing field and Hopkins probably should've taken the 60/40 considering that no matter how much he redeemed himself by unifying the 160 division, RJJ still had a win over him and was a Undisputed Light-heavyweight Champ himself. 60/40 was fair and Hopkins was to blame for the fight not happening.

As far as Hopkins Vs Joe, Hopkins vs RJJ - It's all on Joe and his lack of urgency. The fact that I don't remember him aggressively calling out Hopkins or Jones during his post-fight interviews on showtime (and I've seen plenty of Joe fights against B-level WBO appointed Mandatories) tells you everything. He was being as passive aggressive towards Hopkins/Jones as Pacquiao is towards Mayweather, even though he wasn't nearly of the status that Manny was prior to the two losses.
Joe fought Will McIntyre on the undercard of Tyson - Neilson in 2001, in Denmark.

In his post fight interview, he said "I'd like to be fighting the likes of Bernard Hopkins and Roy Jones."

    But what happened afterwards?

He remained at 168 in Britain, and fought Brewer, Jiminez and Pudwell (who was a replacement for Thomas Tate)

Those fights were never going to land him a shot at Roy.

Did you see who Roy was fighting around that time? Come on now. Neither of them went out of their way to make the fight happen. They were both doing their own thing.

Calzaghe vs Hopkins was a viable fight and they were in serious negotiations until Bernard walked away.

It seemed there was an attempt to build up a big fight involving calzaghe
There is a lot more to it.

A fight with Joe was supposed to be part of a three fight deal I believe.

But Bernard apparently wanted a lot more money, after he'd found out that King was going to take a bigger cut, then he first realised.

As I saw it, he didn't duck Joe personally, he pulled out of the three fight deal.

It'd be worth looking into again.

How many years earlier was Ruiz destroyed when Roy fought him?

He did say that. The Setanta Sports interview from 2008, is still on YouTube.
