I dont understand what the roadblock is for this fight. Rios is a big boy he can make his own decisions if he feels he can make 140 then whats the problem?? If he comes in over then penalize his asss. This fight MUST be made in 2014 for boxing heads! No ifs ands or buts!

Personally, I don't give a rat's ass about this fight. Provo is in the winner's bracket and Rios is in the loser's bracket. If Provo wants to fight at jr welterweight, fine. But why not target THEE jr welterweight champion Danny Garcia. Or even Matthysse, who's higher up the jr welter food chain than Rios.
