Rios should use this as a chance to show he can get down to 140 with a solid mid-level contender (like De Marco) & get back in the win column.
As for Ruslan-De Marco, Ruslan deserves an easier opponent after 2 brutal fights in a row & this is a decent style matchup.
De Marco if he uses his jab & works the uppercut could cause Ruslan some problems - he is a pretty good boxer when he remembers to use his height & reach. If he tries to brawl it will be fun for a few rounds before he is crushed.
