He's been outboxed but never outgunned and Ruslan isn't going to look to outbox anyone. This is a dangerous fight any way you analyze it which is why his team is hesitant to take it. However, it's the best opponent he can get at this point as far as popularity

He's a lightweight who's last two fights were against mediocre competition. Rios just lost to Pacquiao how is Demarco a better opponent than Rios? It's a much safer opponent because his team is trying to get a big money fight with Marquez/PAC/Bradley.

No one really cares about titles it's not like Ruslan holds a legitimate title nor is he in a position to pick opponents. It's hypocritical of his team to avoid Rios for Demarco. Rios is the biggest name he can fight at this point regardless of his losses it's a fight everyone wants to see, well almost everyone.
