These guys you are trying to use to make your case (Berbick, Nielsen) beat ancient versions of their ATG opponents (Ali, Holmes). Not over the hill, but ancient. The same can't be said of Wlads loses.
I think Wlad is easily an ATG and the best HWT today. That said, I (like most posters) don't think his lengthy reign as champ approaches having a win vs who is widely accepted as the best HWT of all time (Ali). In Ali's prime no less.

Frazier beat several good heavyweights. They're both greats, Frazier will rank higher because he doesn't have the bad losses and because his best win is so far beyond anything Wlad ever even had a chance to get. That's just reality.

I have Joe rated higher than any other in era #3 on the all time list, but it's absurd to rank him over someone vastly better in era, especially when that person would ko1 him H2H. People talk about Wlad's chin, but it's iron compared to Joe's, they both were kd'd about the same number of times, ko'd the same number, but Joe had half the fights (not to mention his fights were against glorified cruiserweights).

knocked down the same # of times? Lets examine who was scoring these KDs, Foreman bounced Frazier like a basketball. Who had Wlads knees doing the noodle dance? Third rate contenders, that's who.
H2H? a prime Frazier with that murderous left hook and unmatched (at least at HWT) determination cracks that weak beard of Wlads in less than 5rds.
Wlad is not the puncher Foreman was and isn't anywhere close to being the boxer Ali was
