Pacquiaos last PPV numbers didn't do well just as Mayweathers didn't do well when he fought Guerrero. The difference Is Pacquiao was coming back after a KO loss and a year long layoff.

I would guess Pacquiaos next PPV In April against Bradley will do much better numbers then the Rios fight did.
