They're trying to figure out which agency to use. It would be between using NSAC, USADA, or VADA. Out of the three, NSAC is arguably the best to go with because there is less conflict of interest. And more importantly, NSAC needs to be doing random drug testing themselves for more fights period.

Um, it's pretty clear what they are negotiating on... penalty/fine for failed test.
I don't think they are thinking of USADA, both fighters are VADA tested.
How much did Rios get penalized for? Berto? Peterson? Suspension is not enough, it just gives the cheater more time to cheat on his down time.Comment

Arum couldn't use NSAC's random drug testing for Pacquaio vs. Rios for obvious reasons. So VADA was used. For Bradley vs. Marquez though, NSAC's random drug testing program was used for both fighters instead of VADA. So I'd imagine Arum would like to do this again for Pacquaio vs. Bradley 2.
Bradley uses VADA, Pac used VADA... this negotiation isn't about that, it's the penalty for failing which makes perfect sense.Comment

Pac fans cried about Marquez negotiating with respect to Drug tests against Bradley but if it's Pac doing the negotiating I hear silence. Wow, now you're just being silly. The request by the Mayweather camp was random OST. Random, meaning no cut off dates, no specific dates, and it could be done as many times as was needed.

And if according to you urine is enough, which is what NSAC does, why all of the sudden is Pacquiao asking for OST which includes blood testing?

The USADA test schedule shows otherwise, than there was no cut-off and no 14-days. Only the first fight with Mosley had around a 14 or so cut-off, but not really, because they also got tested on the day of the fight.
Nonito Donaire's year-round testing is a joke too because it's not being done for his opponents. So Donaire may be clean, but his opponents might be very dirty. So what is the point? If Pacquaio does year-round random drug testing, and his opponent like Marquez does not, what is the point? It is foolish to protect your opponent, while not protecting yourself.
