What do you mean, the NSAC is still doing testing as they do for all sanctioned fights.

For years Pacquiao kept saying that NSAC was all the testing they needed. Now all of the sudden it's not good enough, so he has to agree to extra testing.

true, but that was the joke coach roach who was blowing smoke and wouldn't dare to approach. roach messed up the fight happening the first time! then floyd had second thoughts about the fight and started ducking!

why do they need to negotiate VADA testing?

I think both these gentlemen trust each other and it's the reason for the lack of urgency as far as drug testing. It will be done but in the matter they can both agree with.
