James Toney was a Cruiserweight, he won the IBF Cruiserweight title and then moved to Heavyweight and soon he got a title shot, thats how the rankings work

THe WBC is recognized as the best belt in almost everybody's eyes, hence the reason I pointed out those people in particular as to prove a point.
