This is simply because it doesn't happen much. Not many people move from a middleweight all the way up to Heavy, hence the reason Toney's accomplishments are that much better. Thank you for helping to prove my point. -

Yes, you are correct in that statement. Originally, you said that it is a rule of thumb to rate a fighter high who is moving up. Now, what does that have to do with Toney moving up to HW from middleweight? The odds are against him, radio so the sanctioning body won't rate him high. People don't move up in the higher weight classes as much, hence the reason it's actually more of an accomplishment. Also, it's not as though Toney jumped from Middleweight to Heavy in a year's time or something. He was too large for middleweight and had to move up... same as Super Middle and same as Light Heavy. Heh, I'm surprised I had forgotten about Holyfield but it took thinking about the cruiserweight division for a second. After his career as a cruiser he got a heavyweight shot within a handful of fights up there.
