Well let us look in this way. Take note about the BIR and IRS treaty preventing their citizens from double taxation (if Pac already paid his taxes to IRS, the BIR will not get even a single cent from Pacs money after the IRS tax deduction). Assuming Pac didn't pay the IRS taxes to the money he earned from 2008-2009 in USA, no wonder the BIR is chasing him. Therefore I concluded BIR > IRS pound for pound. It is almost 5 years but the IRS still doesn't have a clue Pac was tax evading them for ****ing 5 years straight. Pac was coming in and out in US and should be arrested for tax evading or maybe he really did paid the IRS?

for days the headlines in the newspaper was the ongoing investigation until typhoon haiyan strucked which at first the government thought that public will be distracted away from looking closely at the governments affair expecting that the misuse of funds will be buried deep in the succeeding issues but then again the headlines change to the typhoon aftermath further exposed the governments ineptness, further worsening the already bad image it had already gotten into. where do pacquiao get into the picture, you may ask? well, the government needs another headlines away from the bungled actions in the relief operations, and who else is more prominent to command the kind of attention that headline worthy more than the common man's hero of the day? the governmen's trying to hit two birds in one stone. but its ineptness is getting the public's backlash. it will not be surprising when people start going to the streets to protest.

not quite the same thing but Jacque demers who coached the montreal Canadians for many years & was a General manager of an NHL franchise & he was able to hide his illiteracy for his entire career. only a few around him knew. he couldn't even fill out his own lineup card for the referees... he won a Stanley cup too...it's amazing how he was able to hide it. an NHL general manager who can't read or write...

Manny has no fault in this, he is no different than any other celebrity or rich person, they all trust in SOMEONE, rather it be managers, advisors or in his case promoter.

And I think he just has let Arum and Top Rank get too involved in his financial life, there job should be to pay him and that's it.
