He didn't refuse to fight. he accepted manny's stips then he asked for ped testing and manny refused. Period. why he asked, because he thought manny was cheating. I don't know why he didn't tell hatton that in 2007. thats like me asking you why did Manny ask rios for testing when he didn't ask clottey for it. the 2 have no connection.

Everything else that has happened since then has been the fallout from the decision manny made in 09. Both fighters are responsible for the fight not happening.

What you're saying is like calling Pacquiao the duck IF Rios decided he didn't want to do more stringent testing when Pacquiao demanded it. im really not bothered what it looks like. it is what it is. mayweather did refuse to fight because he didnt get the extra testing. you will say pacman refused to fight because he didnt do the extra testing. its swings and roundabouts.

ill tell you why he didnt say it to hatton, its because he was very confident he would beat the hitman, and he had minimal risk to his 0 and therefore his marketability. with pacman came a far greater risk, after all he walked through cotto as floyd says.
