I don't think the transcript reflects what you posted.

Floyd is saying on the video that Manny's awesomeness is like A Rod's.

Floyd said after the settlement "(We) never intended to claim that Manny Pacquiao has used or is using any performance-enhancing drugs."

With that said above, Floyd is then admitting that Manny was awesome and that what he did to go from 106 to 147+ and walk right thru them bigger guys was unbelievable and that not even Floyd was able to do that.
