If you had done your research, you would know that the heavyweight division is a NO LIMIT division. If you beat the contenders, in the cases you mentioned, Sam Langford had beaten and fought several top contenders like Joe Jeanette and Jack Blackburn before, and fought and beat Harry Wills, Sam McVea and Joe jeanette multiple times after fighting Jack Johnson, once again positioning himself as the #1 contender for years.
His weight didn't matter. In fact, talk about the balls of Sam Langford fighting a much bigger guy. Your Klitschko only fights guys much smaller and much lighter than himself, yet still needs to clinch 34234342 times a fight.
Furthermore, Johnson was only 29 pounds heavier than Langford on the night. Let's look at some of Wlad's biggest wins, shall we?
He was 244 vs Haye 210
He was what 245 vs Byrd 201?
He was 244 3/4 vs Chambers at 210.

As a comparison, do you know which weight Chris Byrd fought at as a nineteen-year-old i.e. three years older than Conn? Light welterweight - which at the time was 139lbs in the amateurs.
Conn’s weight at the same age? 160lbs.
In other words, if we take the age-difference into account, it isn’t out of question that Byrd could’ve fought at lightweight if he had turned professional at the same age as Conn.
So with all this in mind, if I apply the same useless logic as you did and turn this around, Vitali and Wladimir were allowed to fight a former light welterweight who possibly also fought at lightweight when he was sixteen.
What’s even worse is that one of them even managed to lose, something Louis never did against Conn.
