If one guy weighs 146 and the other guy weighs 154 then it is a WW bout? You are not even reading what we are writing.
There is no lower limit. Some people thought that, but it was wrong. There is no lower limit. They set a maximum but not a minimum because there is no need for a minimum (assuming a competent commission, which is actually a bad assumption but that is another matter).

No that fight would not be commissioned as both fighters would belong to two different divisions. I will try this once more. EVERY fight has to fall within a sanctioned weight division. There is NO weight division called catchweight. This is a made up term that does not appear in the rules. Not over 154 is JMW. You are right there is no lower limit but there is a welterweight division below it and any fighter weighing not over 147 would be a welterweight. Therefore JMW is not over 154 and not a welterweight. If a fighter weighed in as a welterweight for a JMW bout, the fight would not take place.
