no...he has nice skill, but he has yet to prove it against really top quality opposition. if he moves up to 130 and beats gamboa and uchiyama, etc. then yes i think he has a better claim at being considered top ten p4p.

P4P is about all things being equal (weight/reach/height) who would he beat or lose to. It has nothing to do with resume . Comparing resumes and total wins is how you compile a division's rankings. P4P is about how you look relative to your opponents and how that would translate in other weight classes.
Mikey is right on the cusp of getting into the top 10 but it has nothing to do with needing better opponents or quality wins. It's more so about the guys in front of him on that list and how skilled they are.

I thought p4p was generally a guide on accomplishments, and who you beat to EARN recognition?
Skill alone doesn't make you p4p. Mikey has the all the tools to get there, but if beating Salido and JuanMa (while failing at the scales in the latter) gets you there, then i'll be damned.
Right now? No. Can he be? Easily. Just fight in the right weight class.

Nah not really, I like him a lot and I tend to be biased with fighters of Mickey's style but he has one good win over Salido (where he should've continued, the fight was getting better). In retrospective, Juanma should've declined the fight. Garcia coming in at 128 and over 140 was just awful. Add the fact that Salido and Juanma pretty much took everything from each other. Juanma was done. You can't determine that Mickey is like you say at least top 10 with a fight against a shot to shit Juanma.
