Some fighters simply don't have the athletic ability to be technical boxers, it does take a higher degree of skill and discipline to become accomplished at technical boxing.
Brawling is more basic, more natural and less taxing on the brain because there are fewer details to learn and execute. When most people start boxing, they're naturally brawlers. Some of them excel and become more technical, others are unable to.
The other key reason is the trainer. Boxers have a much higher chance of becoming good technical boxers if their trainers are able to teach them those skills. But if your trainer teaches you a brawling style, that's how you'll fight. There are exceptios to the rule of course, but generally speaking the trainer can play a major role in how a fighter develops.
