            The only genuine time Pacquiao was P4P #1 was when Mayweather was semi-retired. It's really no more complicated than that.

              I totally agree with you on this one, but in my opinion this is more of a popularity competition than anything. Pac wasn't mainstream the years that Mayweather won.

                Roy is the best fighter on that list by a mile, the fact he's only third shocks me, Prime Roy was a beast.

                I forget that most of Boxingscene has only been watching boxing since 2008/9 and only probably only ever watched about 5 different fighters fight more than once.
