No you got it twisted. It is irrelevant if the ref called "time" the round is still in effect. Whether or not the action is halted. The cornerman can't come into the ring.

When the bell rings the round is officially over. That's the rule. The rule states you can't ring the bell while the count is on. There is when the the "you can't be save by the bell" comes into effect. Because, the bell can't ring to save you.
ABC rules: During the round, seconds (b) Must not mount the stairs or apron or enter the ring until the bell indicates the end of a round.
Under the ABC referee guidelines: "The bell to the the round should not be sounded by the timekeeper during a count."

The round ends when the bell sounds to end the round.

Going by that there shouldnt be a standing 8 count once a fighter gets up once the round has finished. Seeing as the rounds over as soon as he gets up thats the end of the round? so why was the ref counting once he was up?
I've seen cornerman come in and virtually carry their fighter to the stool before, Danny Green v Tarver for example.
I recall when the rule about "Can't be saved by the bell" was made. What then occured was that the ref would continue counting after the bell had sounded. But the bell did sound. otherwise the rule would have been useless.
Before that, it had happened that fighters were dragged senseless to their corners waking up to find they'd won the fight.
When you could be saved by the bell it meant you didnt have to get up if the bell sounded while you were down. You could be out cold but the bell ends the round and you can be helped up, hence being saved by the bell.
Now you have to get up but once you do that should end the round.

I've personally seen fighters KD just before the last bell and won the fight, because the fight was over before the count could be completed. I recall the refs telling both fighters "you can't be saved by the bell except in the last round". To be frank, I have never paid it much attention and I've seen rules change several times. I believe I read about 10 years ago that for a KD just before the bell in any round, the WBC won't allow the bell to be rung until the count is completed. But different states had different rules.
In California for one, the fighter was saved by the bell in the last round. Same in the U.K. I don't know if they still have the same rules.
It's just laughable that a sport that is filled with so much corruption and lawlessness is then pedantic enough to enforce a rule which actually has no ****ing effect on the fight itself.
