Why would Mayweather make a stipulation such as "If he can make 150lbs" if he was willing to fight at 154? Why would he not say that instead?

Mayweather twice referenced 150lbs.
But yeah what he "really meant" was that he would be willing to fight at 54. Get a clue.

“There are no excuses,” Mayweather said. “If he can make 150, let’s make it happen. I’m little, but different from the other guys.”
No one's saying that what Mayweather really meant was he is absolutely willing to fight him at 154.
Mayweather was asked about 150 and he said that yes, he will fight him at 150.
The quote does indicate or atleast imply that Mayweather would prefer the fight at 150 as opposed to anywhere else.
But again, the fact is Mayweather has never said that 150 is the be all and end all.
