As it is, Manny hasn't beaten anyone in years that someone else hasn't beaten before him within 1 tune up fight ... sometimes 2 tune up fights.
The requirements to get a Manny Pacquiao fight?
1. You must have just lost the biggest fight of your career.
2. You must not look too impressive in your tune up.
3. You must be willing to "play ball" with Manny's demands.
Its pretty embarrassing, but peasant fans have actually lowered the bar for what it is to be a top fighter and hoped no one noticed. They hail Manny as a "boxing god" for what he's done since fighting Marquez, but ignore the fact that Manny hadn't faced a top 3 boxer since 2008 before last year when he fought Marquez AGAIN.
So again, what difference does it make who Pacquiao fights?
Most *******s wouldn't care if Pacquiao fought Laila Ali to be considered the best of all time. The condition or the rank of Manny's opponents doesn't matter to *******s. They could be ranked 5th or 50th. It wouldn't make a difference as long as the promotion for the fight included posters that looked cool, a good build up and certain media pundits saying that the fight would be "big".
It will never matter who Pacquiao fights or at what point he fights them. He fought Marquez 3 years after the rematch SHOULD HAVE taken place. Few *******s criticize him for that, as nothing he does warrants criticism in their desperate minds.
If Pac doesn't fight Martinez, his legion of bootlickers will simply defend him with the usual "Manny is just too small", despite Pacquiao claiming to be a 8 division titlist which includes the jrMW division. Sergio has already expressed that he is willing to come down to 154lbs.
Yet facing Martinez before he is thoroughly beaten by someone else is completely out of the question for Manny Pacquiao.
So my answer is no. It won't make a difference if Pacquiao doesn't face Martinez because Manny is supported by a legion of howler monkeys that will scream to the heavens that Manny has walked on the waters of boxing.

Say what you want about Floyd Mayweather. At least his fans criticize him and drive him to step up and great things.

Mayweather .. in his 18th fight ... stepped up to fight a HOF.
Pacquiao spent his first 40 fights hiding in southeast Asia fighting club fighters.
Mayweather foughtDLH, Hatton, Mosley and Ortiz when they were ranked at #1 or #2 and were on top of the world.
Pacquiao fought DLH, Hatton, Cotto, Clottey, Margarito and Mosley ONCE AND ONLY ONCE someone else beat them first ... and then he IMMEDIATELY found the desire to face them.
How is it that Mayweather and Pacquiao both fought the same man, but Manny got to fight him at 145lbs, while Floyd had to fight him at 170+lbs?
And some give equal credit despite Floyd being only 2" taller!
The best are the best because they beat the best without having to use stipulations and playing weight drain games.
The best's opponents should not just be a list of names: Those names mean absolutely NOTHING if they are NOT attached to a top 3 rank.
Case in point:
Pacquiao's last 6 opponents before Marquez were all ranked lower than 3rd.
When Pacquiao faced Morales the second time, Morales had been beaten by Raheem and was no longer a top 3 ranked fighter.
But all the fans heard from the media was "Pacquiao is taking the world by storm".
How about trying to take a top ranked champion by storm, Mr Pacquiao?
How about letting a guy come in at the weight he has been winning at for him to be seen as a top fighter, Mr Pacquiao?
How about fighting a guy coming off a win that ISN'T Marquez, Mr Pacquiao?
How about no rematches against Top Rank promoted fighters, Mr Pacquiao?
And in what world does quantity trump quality?
Everytime someone discusses Mayweather, they instantly begin talking about how active he has been. So if Mayweather started fighting 5th ranked guys at catchweight 3 times a year that would make his legacy greater???

Live in the here and now and get real. There are no shortcuts to being the best.
Pacquiao has gotten by on writer awards and subjective P4P lists which vary from person to person. I can assure you that history will not be so kind. Historians will recognize all the catchweights, all the vacant titles, all the Top Rank promoted boxers who were given their highest paydays to make Manny look good.
