He's been throwing them up from the start by booking a date and venue knowing full well Arum wouldn't go along with it. Now there's this. Its a publicity stunt. Floyd already has his date, his venue and most likely his opponent. He's just saying Pacquiao's name in the media to save face and make it seem like he "tried" to make the fight.

Arum doesn't want the fight either. They're just jerkin everyone off.
