sorry but soto was never pac's mandatory. kinda ruins your theory. he was the mandatory to Juan Manuel Marquez later on, so maybe this thread should be "did marquez duck soto?".
See this is why TIMING is a big issue and something you seem to lack and understand (or simply want to ignore when it comes to pacquiao). When Pac fought Solis, Soto was coming off a win over Humberto Toledo. He had no belt nor was he ranked #1, or #2, or #3, or #4 or #5.
It wasn't until November 2007 when Soto got a title shot, and he got his butt kicked by Guzman. Now IF soto would have beat guzman, then one could make the case pac should have fought him, but he didn't. He wasn't in the top 5 when pac could have logically fought him. He wasn't a mandatory. He was simple a top 10 fighter in the division who hadn't done anything yet.
But when it's Jorge Solis - who is a nobody - he gets the fight because of his "ranking."
