      He actually lost quite a bit of speed moving up. He was just too small and too chickenschit to actually move up and compete which is why he ran and held in the Trinidad and Oscar fights.

        He was past his prime(but not totally shot) in 97 when he fought Oscar.

          Pacquiao is rated #1 at 147, doesn't mean it is accurate.

          Quartey got absolutely jobbed in his fight with Lopez and beat Carr and demolished Phillips who came off that huge stoppage win over Tzyu. Those were better than anything Trinidad did from 94-99. If not Quartey, why not Whitaker when he was champ, Lopez, Rivera, Oscar, or Quartey once he got healthy? Nope, Tito fought Lueshing, Waters, Stephens, etc.

                Ok he was 16 or 17 months removed from being undefeated and highly rated P4P heading in to the Chavez fight. Big deal I was off by 4or 5 months

                  He wasn't undefeated when he fought Chavez and wasn't considered a top p4p'er at that point either.

                      Uhh....Tito beat Carr worse than Quartey did. He beat a better version too. And umm, Phillips hadn't fought Tszyu yet when he met Ike. Why are you making **** up?

                      Second, prior to Quartey's fight with Oscar, Tito had beaten FAR better opposition, including the Carr guy you keep forgetting that Tito fought before any of them did.

                      Third, Tito was not just considered the top WW (BTW, Oscar didn't become a welter until THREE years after the time you note), he was a top ten pound for pounder all those years.
