Manny always do half of his training camp in the Philippines, it started when he became a congressman...

And as i've said in my previous post, whatever agency WADA will get as a counterpart of USADA when Manny trains in the PI, they might even get the agency from China, the same agency who did the drug tests for the Beijing Olympics..... I very much doubt, even if it's PSC who's doing it, will risk concealing evidence of drug use just for one man, if ever they are commissioned to do the test under close observation from WADA, if found guilty will loose credibility, license and being a goverment funded facility will even taint a bad light on their country...
