My 2 cents on this fight: (please read it all before accusing me of being biased in either fighter's favor)
I beleive that mayweather never wanted this fight from the start. I recall in an interview in probably 2008/early 2009 that the only problem with pacquiao fight is that mayweather is going to have to get the larger share of the purse. Given that he immediately agreed to the 50/50 split right away, that tells me that he either had a sudden change of heart or really wasn't interested and was going to try to find another way to make pacquiao look bad and make him seem like the one that didnt want the fight. So then comes the genius idea of blood testing - and to be honest, it worked! A lot of people (myself included) initially felt quite su****ious that the pacman was not willing to do the blood test.
However, my su****ions of pacquiao have died down for several reasons. I did buy his excuse of blood testing making him weaker (because i recall him mentioning it in an interview about the morales fight before the mayweather negotiations ever took place)
While I initially felt his increase and weight and whatnot was too good to be true, i feel that adequate explanations were given here on the site (including the fact that mayweather himself underwent a similar rise in weight in roughly the same time period.)
Thirdly, the fact that he has a lawsuit against mayweather tells me that he is not on steroids. If mayweather were to be found guilty of defamation and it was eventually revealted that the pacman was on steroids, i think there would be a lot of compensation headed mr mayweathers way - so the fact that a lawsuit is present tells me that pac is confident that he will never be found guilty.
Also, i dont really think blood testing itself is that big of an issue to mayweather (given that he has budged from initial position of no cutoff to 24 days to 14 days etc.... clearly if he really was concerned there would be no compromise here) And also, the fact that his camp denied negotiations were taking place when in fact they were, not to mention his recent "i never said i would fight pacquiao" when he in fact said it just a few days earlier.
Now, that much we can blame on mayweather, but to be perfectly honest - i think pacquiao deserves his faire share of the blame.
He could have just agreed to the testing and either left mayweather with no excuse or potentially made mayweather find another excuse.
Also, while I do not believe pacquiao is on roids, and all his achievements have been adequately explained here, the mere fact that he refused blood testing (although he has now agreed to it) is quite odd and i dont blame mayweathers fans for being su****ious.
So, while i think mayweather is making it increasingly evident he doesnt want this fight, my gut tells me that pacquiao is not exactly going to the ends of the earth to get it made either. So really, i think they are both to blame. The funny thing is that I thought mayweather had it all planned out well, and had he kept his mouth shut, more people would be questioning pac and less people questioning him lol.
And just to add: To the people saying why does pac refuse a blood test for $40 million - you could simply turn that on its head and ask why floyd will not just go ahead and fight for $40 million...(most people here would gladly get ko'd by pac or mayweather in 10 seconds for $40 million.)
